Wordpress Customization

Hi,

I would like to have a quick quote for this development.

I've got a WORDPRESS site where you can make a post and other users can comment.

I would like to have this features:

- The POST AUTHOR choose the best comment by clicking on it;

- The COMMENT that have been choosed receive a css class and go at the first place in the comments list;

- Since post author chooses the best comment, any other users can add other comments to the post and must appear a text such as "POST CLOSED" ;

- I need also a customization of CUBE POINTS (http://cubepoints.com/). When the POST AUTHOR choose the best comment, the post author receive XX point and

the best comment author receive XX point.

- The post author MUST NOT BE ABLE to comment his self post.

I need this immediately, if possible :)
