Remote invoice executive file

EXCEL INVOICE CONVERT TO PDF/EMAIL AND CVS/IMPORT

I need a program to do the following:

 - Use Excel template to create equivalent HTML/Internet page.
 - Add SUBMIT button on HTML
 - Add field for client email-address to HTML
 - Add BATCH button to HTML

 - Use HTML equivalent to populate fields in CSV format (let me know if it's not clear which fields are which)
 - If SUBMIT is pressed CSV record is populated
 - With next invoice submission, CSV record is updated (new line in same file)

 - If SUBMIT is pressed PDF is created (print-to-PDF of invoice fitted to one page)
 - PDF attached to email opened via applicable email manager (Outlook / Thunderbird)
 - Client email-address is populated in email for review and send

 - If BATCH is pressed CSV file is sequentially numbered and new unpopulated CSV file created for following invoice submission
 - Numbered file is attached to email opened via applicable email manager (Outlook / Thunderbird)
 - Predefined accounts department email-address e.g. "(e-mail address)" is populated in email for review and send

Writing down these steps I realized that most of them can be done manually in sequence, so the essence of the program is basically a macro using different applications that might already be in use on the computer. 

Please advise how many hours this could take and quote me on it beforehand.
